PSU shroud- why?

Nooby question. I have noticed that some cases come with a shroud, some don't, so what are they for? And what are the advantages of having one?

Can also separate the PSU so it sucks 100% cool air in and then out the back without much warmer air from case getting sucked in not that is matters that much.

Air in bottom of the case is always pretty much the coolest air inside case.

And shroud prevents using bottom far for getting more fresh air for graphics card.
Even airflow of one front fan can get trapped under it doing little good for rest of the case where 90% of heat output is.
