PSU stopping me from overclocking to much?

My set up is q6600 4gb ram, 4870 512mb and 2 hdd's and Im only using 380watt psu, Could this be the reason my computer wont boot when i overclock it to 3+??
 
It could be. But then it could equally be that your particular quad doesn't like 3ghz+ or in fact some other part of your system, such as motherboard.

If it boots at 2.9Ghz and is stable under full CPU & GPU load but doesn't remain stable at idle at 3.0Ghz then I should think it's not due to PSU.

Basically the 2.9 @ load will draw far more Watts than 3.0 @ idle. Or 2.8 or 2.7 @ load for that matter...
 
Im only using antec nsk2480 with 380 watt psu
gigabyte g33ms2 motherboard
qq6000
512mb ice 4670
4gb ocz ram
2 500gb ram
2 120mm fan plus noctua 80mm fan on cooler
1 ide dvdrw drive.

So if my computer doesnt stop at 2.7-2.9 then its something other then my psu.my graphics card says minimum of 400 watt thats all
