try the psu in another pc if possible

Solid advice, that's what I'd do.

You can also short out 2 wires on the 24 pin connector which should kick the PSU in to life (ie turn the fans on)

What makes you think it is DOA?

tried in pc nothing so put other psu back in and pcs fine ( noisy but fine) , did the green and black short with a fan and nothing still so assuming its dead
