psu too weak?

hey all,

not had any issues with my psu while ocing my cpu but when it comes to the graphics card it seem to get better bench results by undervolting the gpu (afterburner) and wondered if it had anything to do with the psu not pushing out enough power?

it's a powercool pc-650auba-m 650w dual rail hybrid modular psu.

specs are
3570k @4.5ghz
ga-z77-d3h
4gb corsair vengeance
evga gtx 560ti sc @980mhz
1 ssd
1 7200rpm 3.5" hdd
1 2.5" hdd
arctic freezer 13 cooler
4 120mm case fans (2 of them are led)

the system never crashes, the volts on the mobo are all good but the weird way the graphic card scores better benches with lower volts makes me think the psu can't push enough power?? but tbh i'm quite new to OCing so could well be barking up the wrong tree?
