I have an cm enforcer, 200mm front fan (intake), 140mm rear fan, and 200mm top fan.

Should I place the PSU up so that the PSU output is up into the case or place it down out of the case?

I think you may be mistaking the inputs/outputs.

The fan at the bottom of the PSU is an input, it's designed to blow cool air over the heatsinks inside and output the warmer air at the back (out of the case)

The standard method is to mount the PSU in the case with the bottom fan facing down (to draw cooler air into it)

Nope the PSU should usually be mounted down so the fan is facing down in the case, as it will draw in cool air into the PSU and expel it out of the back of the case.

You can't have the warm air going anywhere but out (out of the ventilated rear) of the PSU, the only thing you can change is where the intake is. And usually it's best to have the PSU facing down so the fan draws in cool air from below rather than warm air from inside the case.
