PSU Voltage

Guys, I bought a Winpower (don't ask) 750w PSU but it won't supply power to my rig.

Was about to RMA it, (which I'll have to do over the phone :( )until I read this:

Maybe it's just on the wrong setting? How do I change it?

EDIT: There doesn't seem to be a switch that changes it. Where it should be, there is a sticker that says "AC 230V"
 
If it was on the 120V setting it will probably have went bang. Looks to me like its a red switch next to the Connectors. And Ive never seen a PSU with a monitor power output for a long time! It might be under the sticker.
 
Nope just a hole under the sticker. :(

Tried the green to black wire trick and connected 2 molex fans and it works....

Could it be a mobo fault that is not supplying the power to the components?

I connected it to the mobo and the molex fans. If it was a problem with the mobo, wouldn't the fans still be powered?
