PSU when gaming and some gfx issues

Akasa paxpower v3 400w psu, been fine etc but figured id try reading +12 when gaming so using pcprobe to record usage.

When gaming 1600x res max details, drivers are 6.12. PSU +12v drops from 11.786 to 11.648. How low can it go before worrying too much?

Also when i press windows key (alt and tab kinda thing) in gta sa the screen is awash with colour with lots of pink in it. Normal when i get to desktop a second later tho. Is this normal? Also when playing gta sa the buildings in distance (tall ones mainly) flicker every now and again for a sec or two. Is this normal on ati cards?

If any of these can be fixed or explained let me know. Figure psu stuff but rest could do with some good replys to help. But psu droping i would like some info if its still safe at 11.64x on +12v. Dont think i ever seen it go lower but still.

Oh and temps when playing was about 50 (by time i left it was 49 and droping slowly).
 
Officially its +-5% from nominal, 11.4V-12.6. Personally I'd be very unhappy with that, its not good for stability. Monitoring with software apps is not a very good way of measuring voltage. Its not accurate, the only reliable way is with a multimeter. A sound investment for overclocking, roughly £10.
 
Hmm somit weird happened when i went to bios to change agp apature size from 64mb to 128mb. It was 128mb with my v9999GE card but changed to 64mb because i figures im getting a new card (the now x1950pro) and it had 512mb ram compared to 256mb which v9999 GE had.

Anyhow not really the point tho i hope it helps with the gta sa flickering buildings and stuff.

But anyhow the weird thing was when i was in bios the top of the bios had a multi coloured rainbow effect from left to right. It was just the top of the bios and about 1cm down in length from top bit like size or start bar on desktop.

Im sure it was blue before with the v9999GE card so erm should i be worried about it being artifacts? As i dont get any artifacts in games thank god just that weird flashing buildings in the background in gta sa. So erm what should i do. Just ignore what i saw in bios since it didnt look too weird just nice coloured thin lines from top left to top right. Or shall i definatly be worried and think about rma at some point?
