psu with permanent 12v

Do psu's have a permanent 12v supply? i know that i wouldn't be able to get full power from the psu with the pc powered down, but i only need about 500 ma with the pc off to power a case mod i have in mind.

there must be some juice coming from the psu to the motherboard cos the pc can power up from a soft switch.
 
The only permanent output that'll be found on every PSU is the +5V VSB.

Many motherboards have the option for permanently live USB headers for charging phones and the like. These are obviously also only +5V.
 
There will be permanent 12v in most power supplies as PSUs generally have DC to Dc converters to convert a single 12v into the other voltage rails, at least I think that's what they do. The other way would be to run a 12v 1A plug in power supply, messier but easier.
