If A few buddies for example had an idea for a project / game but also had little programming experiance what would be the way you would go about getting it created.

Amongst us were pretty fortunate to have an artist who has worked on several UBI tittles in a numerous capacitys , so anything we can think of can be drawn up and story boarded or detailed and fleshed out .

Is there anyone we could approach , or are there tools ( cry engine as such ) that would enable us to actually create something with little knowledge .

About half of us work within the I.T industry is one capacity or another and the other half are religious gamers so know what they like , so we feel at least semi-capable of producing something even if it is sub quality in comparison to most released products
 
Lots of game creation software out there which you can use with little or no coding knowledge.

I picked up Multimedia Fusion from a humble bundle a year or so ago. I've not really used it yet (started the tutorial, but only for an hour or so), but it's supposed to be pretty easy. There are other available.

Despite appearances (lots of 2d platformers), I believe proper 3d games can also be made
