Public sector contracting decision

hi,

So I contract for the Public Sector as Ltd company for 7 years meaning at the end of the month I have to either use an umbrella service or go perm.
Now the options are:

1) I carry on contracting via umbrella but it's 20-30% pay loss and I'd have to close the Ltd company.
2) I go perm, this is over -10k drop and they won't budge on salary.
3) I leave and find alt work contracting which i know is the lifestyle and carry on contracting

Only worry I have is I've never been out of contract although got a few months warchest I've always been recommended and moved contracts (in public sector).
I don't have long to decide but any help would be appreciated, it's causing a few sleepless nights

The only other option I got is if I take perm just to pay the mortgage, make the company dormant for few months while I find work, going to be a lot of competition and jobs scarce I imagine.
