Publisher or Word for creating mailing labels

I need to create mailing labels for xmas cards and I'm not sure how to go about it. I've got A4 sheets of stickers with 8 stickers on each of them (down 2 columns) but can't find a template for that specific label size. Am I better off creating tables in word and filling in the address that way?
 
I've had to do the same for my Mum before. I got some labels to print on. Found the template in Word but the addresses didn't print out right.

So I changed the settings of the template and took the measurements I need by using a ruler and working out the width/height of the labels, the gap between each label, the left, right, top and bottom margins and it all worked fine.

Then I did mail merge, in Excel. All the names in one column, first line of address in next, second line, then town, postcode etc. Then imported it into Word.
 
Word mail merge is great for this type of task. Been using it for years and just updated the db and run off this years labels.

I use Avery L7163 (style) labels which are 99.1mm * 38.1mm and 14 to a page with no vertical spaces between labels. Word is already loaded with the Avery code so it's a simple matter of selecting it rather than measuring etc.
