I'm doing a new build and the pump is lower than the res, but only by around 30mm from water level to pump inlet.

I take it once the system is full and bled, the issue of res above pump is irrelevant? Just asking in case I'm missing something obvious.

Also, how much air should we have at the top of the res, as a rule of thumb.

My pumps are all below my res.

As a preference the water circulation should not go through the air.

I use the BitsPower multi-Z res with the down pipe, and the liquid covers the end of the down pipe to reduce the amount of air mixing into the coolant.

A picture of your setup would be useful to judge it.

You just need to stop the pump from running dry. The rule about placing the res above the pump, just allows mavity to assist

You can have as much air as you want (as long as there's sufficient coolant to maintain the loop). I typically run the res about half full when I'm filling the loop, I then top it up to the brim when the loop is completely bled

The pump is actually lower than that as it's sitting on top of the PSU. And it isn't upside down any more either!

I mentioned air in res as I always t thought we had to allow some for expansion?
