Uh, no, they won't.
The New Keeper supplement is for the new keeper to keep hold of. You only send it in if the V5 hasn't come through due to DVLA incompetence, if you tax a car using the New Keeper supplement then you will get it back.

That's fine, go to the Post Office with that instead of the V5 and they should allow you to tax it.
