Putting multiple links on an image (hotzones?)

I need to make a image have multiple clickable "zones" and was wondering if someone could recommend the best (easiest!) way to do this!

I currently have Photoshop CS:5, but it looks like it's not really designed for this kinda task (it's more of a InDesign job?).

A free tool would be good (No idea if GIMP does this?)

cut the picture in to sections and make each section clickable?

Can't really do that as they're quite complex shapes

InDesign could certainly make an interactive PDF that would do this. The other alternative is flash or html.

Thanks for the suggestions. I decided to sign up for the Adobe Cloud trial thingy - looks like Fireworks is doing the trick nicely

You can do this in HTML with the map element.
