PWM fan control with Asus Maximus V?

I have this Mobo Bios Vers 0701 (might have to update this.....)

I am using the H80i with 2 new SP120 PWM fans attaches to the mobo headers. I dont want to install Corsair Link as I don't like tray programs when I can just use the BIOS settings... However asus qfan control in BIOS seems to be a little ineffective... I have an older Asus mobo where when I select turbo mode my fans spin up to full under.... On the Maximum V when I select turbo they never seem to go past c. 60% which produces an annoying whine but little additional cooling... The same seemed to happen when I tried manual control - indeed the only way to get them to run at 100% was to disable fan control.

Anyone got any ideas? My 2 SP120 fans are set as push/pull intakes with the push fan attached to the cha2 header & the pull fan attached to the CPUfan header - the H80i puimp is only 3 pin so put this on the CPUopt header.
 
If its anything like my saberooth there is an upper limit setting in the bios. Set this to 100% and I suspect the software will be able to control the fans correctly.
 
I don't think I explained myself very well in OP... I don't want to use any software to control fans/cooling in windows... I am trying to use BIOS but basicaly when i select CPU Q-fan control Turbo then my fans do not spin up even when system under full load (which is how turbo mode works on previous ASUS boards I have owned...)

ps have updated BIOS to 1707 - no help :(
