Because they had to prove it was him based on the picture.

If he was riding a more popular bike with a generic patteren helmet and gear, they wouldnt of caught him.

I've seen ***** do this on stolen bikes, race past a gastso without helmets looking back giving the finger.

Repeatedly.

If I had a long metal pole at the time I'd have jostled the pricks off it just for the lolz.
