You could try downloading and installing ioquake3 and then using the pak files from your steamapps folder with it.
Essentially Id released the source code for Quake 3 a while back, so ioquake3 is an open source project that takes the source code and modernises it a bit. Of course Id didn't open source the textures etc, so it will need the files from your Steam version to work.

You can also change your graphics settings using the console, which may help with any graphical corruption in the menu system.
Bring up a console as you would in any other game (the key next to 1, usually ` on a UK keyboard)
type the following commands:

There was a great guide on the steam forums which fixed the blurry menus as well as a few other issues. When/if they come back up, I'd start there.
Make sure your not forcing any of these cvars:
r_displayrefresh
r_depthbits
r_swapInterval
r_finish
