Would the Q8200 be the limiting factor when using a 6970 ?

Friend of mine recently bought a 6950 and modded to the 6970 fine but states his framerate in games has barely improved at all over his old 4890, he's run a few benchmarks and his score seems about right.

Rift for example for me runs at 30-40fps on Ultra with AA/AF enabled but for him he barely manages double digit numbers and its noticibly choppy.

His Q8200 is running at 2.8Ghz, where as my Q6600 is running at 3.6Ghz so will be faster but I would have expected his to be much better than it is.

When you hit 3.8ghz on a CPU, you really won't have to worry about your CPU being the bottleneck anymore.

Definitely need a 3.2ghz+ CPU for the majority of new games.
