I've just put my new build together, and everything is working fine.

I've looked at my CPU temp using SpeedFan and Real Temp, and both show the same temperature which are, for each core respectively;

32 37 40 28

I don't think they're bad for Idle temperatures, but the fluctuations seem pretty odd.

I'm using the Noctua U12P and when installing it did pay particular attention to not screwing it down so that it's lop sided.
 
Hows your core usage when you took these temps? are 2&3 being used more than 1&4?

If not it could be you just have too much thermal paste in the middle of the cpu.
 
They are probably stuck sensors and wont move untill under load. Mine is the same and stay at 38-35-32-36 all the time untill it gets hotter then they start to move. I reckon the temps are under what they show as i am water cooled. Try running real temp and stress the cpu.....the temps will rise then. Hope this helps.
