Quad 2.66ghz vs. p4 HT 4ghz

Hello to all,
currently i have a 3.6ghz prescott processor (LGA775) with HT overclocked mildly (n00by asus presets) to 4ghz, making it quite quick,

i'm goin to buy a qx6700 for my latest upgrade and just had a terrible thought last night... how well does it compare (being at a lower clock speed) when doing everyday tasks like installing things? moving files? opening programs? do all 4 cores work 2gether all the time?

so main question is will it be faster than my current p4?

(you can assume also that i will be overclocking mildly to about 3.2 possibly 3.4ghz?
 
yeah its a full build im putting together
(i missed out in the conroes last time i upgraded by about a week)
(and ddr2 the time before that) so im no stranger to having to buy completely new lol

Thing that makes me ask is i have a dual core laptop thats got a t2050 (or something similar) centrino duo (or whatever with out looking) and its soooooooooo slow to do anything
just wanna make sure that the cores outweight the speed!
