Quadcore running slower than stock

Hi Guys,

Spec:

Shuttle sx48p2
Intel Q6700 2.66ghz @stock
Corsair XMS2 DDR2 4gb PC8500+
Intel X48 chipset

I've just built a new media pc with the above spec but I'm having some trouble with the cpu. Using CPUZ the cpu is displaying a core speed lower than it is rated at stock and this is with default settings - haven't seen this happen before:

I manually set the vcore to 1.30 and Tried changing the multiplier in the bios to get it back up to stock (8x333), but nothing happens. Managed to get the RAM running properly at 5,5,5,15 @2.1v - this is reflected in CPUZ.

So although my new settings are saved in the bios, they are not reflected in CPUZ - is there something in my bios thats stopping my changes for the cpu being reflected?

I've looked through the bios for some form of power management option that may be throttling the cpu, but there doesn't appear to be any such option.

I don't really want to overclock the cpu (at the moment anyway), but running at stock would be nice.

Appreciate any comments, even just to tell me I'm being a noob.

I had this problem the other day, I found out there is a setting in bios that turns the clock down via the multiplyer when computer at idle. If you launch a program you will notice where is says 'multiplier' it will go upto x8. In my bios it's called Speedstep. But maybe something else for you?

Does the multiplier rise when when stressed, the stock speed should be 10 x 266 or are you running a with higher fsb.
 
WHy not leave it on? Speedstep is a dynamic switching feature, as soon as it's required the processor will bump up to 9x...otherwise it will sit a 6x and run a bit cooler and saves some power...things which are usually good for a media pc.

In fact, that's a killer spec for a media pc...I hope it's going to be doing some encoding as well or something.
 
Gurusan, I see your point.

The machine is supposed to be predominantly a media pc. However I went a bit silly with the spec, hence the quadcore, corsair ram and the XXX Radeon 4870. The prices were so low it seemed wrong not to :o

Im installing some games to test, if it performs well and doesn't run too hot, I may use it for gaming too. I'll enable the throttling when in media mode.
