Question about 5800x boost

Hey, complete noob to the current CPU gen. Have read about boosting. I understand the basic jist is that the cpu will usually perform at a lower clock for power saving etc, and boost up if needed.

Watching my clock speed graphs on Afterburner (https://prnt.sc/11ipdse) it appears that the cpu is boosting all the time, just during normal usage on internet browser. Is this normal? It seems the CPU fan is boosting up and down as well, when I have actually set it to a constant curve on the BIOS.
 
Get Ryzen Master, that will show you real state of your CPU cores. And yes, they power down, even in high performance windows profile ;)
 
Yes this is completely normal, even during idle the CPU is not actually idle, Widows is constantly performing background tasks and the CPU will respond to that.

That can by annoying with the fans wiring up and down, as you cite, what i have done is set my fans to idle at anything below 65c.
