Question about coding for mobile phone OS

Hi, i was a VB programmer years ago coding simple windows applications back when VB 6.0 was out and although i haven't coded in years, i have regained some interest in development and would like to try coding simple mobile phone apps.

As of now i do not own a smart phone as have no idea what to go for.

My question is with the three, Android, Windows Mobile and iPhone OS's is it possible to get a handle on the Operating System to allow for creation of a Sound Board which is an application that would allow you to dial in a number and it would call it for you then you have buttons on the screen each which would play a different sound file for instance a phrase by Arnold Schwarzenegger. This would be used for making prank calls. :p

Is this type of thing possible and if so has it been done before?

I would say a sound board for iOS would be the easiest to make. Drag drop will do it.

A Mac, xcode, A developer account, and some luck getting it approved.

I'm making a 'hey apple' soundboard for iOS but I doub't it will get approved.
