Question about graphics cards?

Hey there, does Ultra-threaded SM 3.0 Engine mean shader 3? so if a graphics card says that it supports shader 3? Because my graphics card isnt running games with shader 3 coz it dont support it so need a new one and I've seen on OCUK you have a:

Sapphire ATI Radeon X1950 Pro 512MB GDDR3 TV-Out/Dual DVI (AGP) - Retail

And it says Ultra-threaded SM 3.0 Engine So am guessing this has shader 3? thats what it means? So I can play all latest games with it?
