Question about multipliers and 2500K

Hi all, I recently upgraded to an 2500K and have it clocked at 4.5GHz. My question relates to the way the multiplier is supposed to change. I've monitored it and it only changes between 16x and 45x. Isn't it supposed to change between the whole range from 16-45?

Not that I'm aware of.

In my experience it's all or nothing, 1.6 or 4.5GHz.

It makes sense really. If the processor is under load it gives all it's got.

What would be the point of upping the multiplier to anything other than the maximum?
 
The cpu in my laptop switches to other values other than min/max so I just wanted to be sure it's supposed to do that
 
My intel T4300 (dell studio laptop) jumps between a few, but thats like 2 years old now. My old AMD PII X3 was all or nothing, but the MAX was only 13, so wouldnt make a difference between min and max anyway.
