Question about OC'ing 3900x, coming from intel.

I have only ever had intel systems but recently I decided to move to AMD. As I have never used or been interested in AMD eco systems this is a little alien to me, however I did research how to OC the 3900x, I've changed a lot of the "auto" voltages to what has been recommended and I have managed OC'd my 3900x to 4.4ghz all core @ 1.33v.
I have a full custom loop with two 360mm rads so the CPU never goes above 77c under synthetic loads, it idles at 40c and when gaming it doesn't see above 55c(ish).
My question is, is it safe to run AMD CPUs at fixed frequencies and voltages?
If not, how do I get it to clock down and drop voltages?
I can't see how to do it?

3900x
Asus maximus hero x570
Latest bios

**Edit** I have bios OC'd, I don't know how to use RMS.
