question about pc/console games

i understand the biggest console exclusives are often the result of console companies paying humungous sums to game devs to keep the game exclusive to their platform. a question that springs to mind is, why can't microsoft pay devs massive sums to make games directx exclusives and thus start making awesome exclusives for the pc as well as the xbox?

the xbox itself shows it's not too hard for a new console to muscle itself into the gaming industry and secure fantastic exclusives with money alone. and microsoft is the one with that money. is it because microsoft doesn't feel the need to expensively bolster its OS with what it feels would be a minor addition to sales? surely a few windows exclusives and mostly xbox exclusives would help proportionately to bolster windows and xbox sales, especially now that windows 8 is being shunned so much. (similar sales to win7, except that it was cheap as chips until last week). or microsoft could allow xbox exclusive devs to port (a small/limited number of) games to windows, which surely wouldn't cost that much?

(or maybe they do already, i just don't know :p. in that case i'd like to ask which big games has microsoft has secured for BOTH xbox and windows?)

in my first post i was thinking along the lines of market share in terms of OSes, but i've just had a look at that and it turns out microsoft basically owns computers... 44% 7 and 37% xp!!

well how about instead of "windows" exclusives, having some very big windows "8" exclusives (that may or may not be released on xbox, depending on how much they might affect xbox sales)? surely that's an opportunity to bolster the pc gaming culture, and outweigh the negative response for windows 8 in gamers' minds. as long as the ball is rolling it might do something big for pc gaming (and ultimately windows 8, and future windows' adoption)?
