Question about proxies.

I just thought of something, even if a proxy keeps no logs of connected ip's, doesn't it have to connect to the internet via an isp, which will keep a log of all the ip's the proxy has been uploading to?

Or is the idea of a public proxy, that it connects to so many ip addresses it would be impossible to know which one was the originating one?
 
if the proxy is hosted on a server that is colocated in a data center then im guessing the company wont monitor what the server is connecting to, and proberly only monitor bandwidth usage and posibly power consumption. Since buisnesses and such use data centers then privacy will be important, and as long as the server being hosted isnt doing anything illegal then the data center company would have no reason to monitor what the server is doing.

then again, if the proxy is just hosted on a PC in some1s house then yes the IP addresses and such it connects to may be logged by the ISP, but even so, the proxy could be used in a country with fewer ISP laws and so the logs may not be kept for very long, or there may be no logs at all.
