Question on forum rules

Hi,

I have a website for which I have created most of the backend. I will be coding the HTML/CSS hopefully it over the next month or so, but really need some help with design for the homepage and perhaps one other page (It's a very simple website but i'd like it to look good).

I would like to ask for help but realise that although the site is going to be free for anyone to use but I can't expect help for free on my own project.

Am I ok to offer money either in return for someone to help me with graphics, or as a competition like design the best homepage?

I found a similar post which didn't get closed so I think i'm probably ok to do it, I can't see anything which says I cannot.
