Question on my Cpu

nope.

fotget about bottleneck's as there will always be something slower than other parts in your system. that said why would you have you 4690k at stock speeds?
 
Well my current system is;
I5 4690k
Evga 980ti
Asus z97-Ar mobo
8gb corsair vengeance lp
Evga p2 850w psu

Basically I don't really know or have the confidence to overclock, but I've been having a lot of problems since upgrading from a gigabyte board and amd 270, already had to RMA my first 980ti as I was getting a lot of artifacts low mem, etc and now with my new one I'm getting different problems but only getting 30-50% tdp power usage but all else is fine 1316ghz clock 3506 mem
97-100% gpu usage.
I tried using the Asus oc software and now my gpu is full at full speed,now my i5 is at 4.5ghz with temps of 60c under full load.
Was just wondering if the cause could Have been the stock speed of my Cpu?
 
what do you use to read TDP?
if gpu is at around 100% load your fine

Your GPU will not run at full power unless it is fully stressed. when the GPU maker says 200w of power(for example), they mean at full 100% maxed out in every way. playing games should not do this and most stress testing will not do this ever. as long as you get gpu usage of aroung 90 - 100% your fine

The usage is the more important figure. 97%+ on the GPU means it's being well utilised.

If you're worried about it test with and without the CPU overclock. You'll probably find FPS go up a bit but not loads, then you can weigh it up yourself.
