Question re bluetooth dongles

My son is after bluetooth on his pc, i have suggested a dongle as the easiest and cheaper option. My question is i have an old mouse that came with a bluetooth dongle, would this dongle allow him to link his phone to his pc or is it specifically for the mouse only?
 
I think bluetooth adaptors have an internal key or id that looks for a piece of hardware, if bought with hardware

Just buy a dongle and plug it in. I would only sugges bluetooth for hardware only, if he wants file transfers for example, its better not to use bluetooth
 
Why not as it is on most new Mobos along with WIFI and I am sitting here now listening to music in MusicBee on my PC with my headphones.

The battery part is separate and pops up in Notification Area (I just pasted it on top for ease of screenshot upload).

Also Windows 10 silently added aptX support a while back so the dongle does not need support it and it worked on my old 2013 BT 4.0 (back using it bellow as currently awaiting new Intel card stock arriving) and soon you will be able to phone from PC via your mobile.
