what kind of procedure would you need to go through?

It depends really. To host EA ranked servers, you will need to have a ranked license from them to do so.

Unless you have a dedicated box which you use for something productive (like, hosting a reasonably successful website), you'll be throwing money away vs. just renting a server.

This situation may change given the 80/20 service available on FTTC.
