2. As it's essentially an android device you can install Kodi and I'm pretty sure you can access Netflix through Kodi that way round and again as it's android you should be able to use VLC to playback .mkv files.
 
I have had one for a few weeks.

1. It does allow passthrough, but going by the menu options it only appears to support standard DTS and Dolby... I haven't seen any options for the HD codec like I did with Kodi on my HTPC.

2. There is a Netflix app for the Shield TV... I'm not sure what you mean by "DNS codes"... but you can use a proxy/VPN to access it in another country if you wish.

Kodi and Netflix are both supported apps and you can install them through the Google Play store.

VLC is also available - but Kodi plays everything VLC does and it has a nicer front end.

Kodi actually runs better on the Shield than it did on my 4XXX series Core i3... which is odd but good. It's by far the fastest unit like this I've come across - very happy with it.
 
There is an experimental build of Kodi out that allows passthru of HD audio but it is not in full release yet. You can grab it from the Kodi forums.
