Questions about painted cases

I'm planning on getting a Silverstone GD08 case next month and having it painted white to go with my color scheme for my project of light blue and white and I just wanted to ask the following questions:

1. What's the best way to have a case painted? Anodised or Powder-Coated?
2. Where do people usually go to have their cases painted if there aren't any places near them that do this sort of thing?
3. What's the best way to have artwork put on a case if you don't want to have it spraypainted? (The artwork in this case is custom anime-style artwork)

Your 'anime-style artwork' is it to be painted on the case, applied as a transfer, or etched & coloured?

I'll take your word for it concerning powder coating on cases.

I live in Runcorn near Warrington in Cheshire and the only companies that I've found near me that does this sort of thing mainly deals with industrial-type powder coating.

With the anime-style artwork, I'd be looking at it put on the case using a transfer if possible.
