Quick 360 Harddrive question

My 360 Premium just got the 3 red lights. If i went and bought the 360 Arcade console could i just plug my 20gb HD into it for game saves etc?

Yes, but your licences for XBLA games and content would need to be manual moved through the Xbox site (provided you haven't already used your transfer this year). Otherwise, you'll only be able to use them if the profile that downloaded them is signed in.
