Quick compatibility question; PSU and board

Hi all,

Sister just bought an ASRock 4CoreDual board and Antec Basiq PSU as a sort of intermediate upgrade to her PC; the PSU seems DOA but I may just be overlooking something. There's absolutely no life from the supply afaik, whereas the 200W ATX2 supply from her old iDEQ and another old 300W ATX2 supply both power the board and other components absolutely fine. 4 and 20 pin connectors are both in and I'm screwdrivering the board's power button pins to switch on and off. Anything obvious you can see about the Antec PSU that should prevent it from working?
 
Since the other PSUs work it is obvious you know how to connect a PSU to motherboard so other than checking the power lead (if you are using a different one for each) or any switches that may remain on the Antec I think it might just be an unfortunate case of DOA. :)
 
Thank-you for the reply. I was hoping someone would say "Ah yes, you need to speak this ancient mantra, then flick the secret switch that appears", so I wouldn't have to deal with an RMA :D
