I run coretemp when my computer is idle and on my e7200 core 1 shows as 140c yet core 0 is 30

I then ran realtemp and it shows core 1 as 30c

I then run both programs and prime 95 and did a blend test which shows:
Core temp:
0: 47
1: 35

Real temp:
0: 47
1: 35

This looks safe to me as realtemp max temp is only 35c on core 1 yet core temp shows a massive 140c but it goes to 140c instantly. Is it a bug or should I be worried?

I would say its a bug, those programs are more orientated towards higher end processors such as the I* series. Chances are, its not gathering data from the sensor correctly because it is using a non standard format.

To be safe though, re-apply your thermal paste. No need to take a risk and leave it only to find your machine won't turn on one day.

Don't spread the paste with a card however. Simple place a small pea sized amount in the very middle, and a very small amount in each corner. Then place the heatsink on, and apply a little pressure, and give it a slight turn to either side (15 degrees or so). Then screw the heat sink down as normal.

Unlike the spread method, this ensures optimal contact of thermal paste to both the CPU heat spreader and the base of the heat sink.
