Quick extremely newb-ish question

I was reading a post today and the poster stated he was lapping his Thermalright XP-120 cooler, then went on to say he'll be doing his heatsink and CPU next.

I was under the impression that a cooler/heatsink were the same thing. However, having just assumed this, the post I read has cast doubt into my mind. Would anyone mind clarifying?

While I'm here, I'm going to ask another question :). Having been reading the "New Intel Processors Announced" thread, it appears due to the low multiplier of the quads, the overclocking potential will be limited by the RAM/mobo. Therefore would it be wise to hold off buying a new rig when they come out (I plan to upgrade when they do) to see if the 'standard' is raised for mainstream boards/memory due to these chips so I would be able to OC more, or should I fork out more for more 'premium' hardware to match it?

The Q9450 comes with 1333mhz FSB, which is 333 x 4 cores correct? Is it likely I'd be able to reach 4Ghz on this chip with the above set up (8 x 500)?

Also is it wise to change the divider of the RAM so it runs at a lower percentage so I can push my CPU past 500mhz with the RAM still being able to cope, or does this not really raise performance much?
 
That's correct. Although it is worked out via the bus being quad pumped, and not having anything to do with the number of cores. For instance, my CPU at stock was 1066 (4 x 266) even though it only has two cores.



The RAM has to run at least as fast as the FSB, with Intel Mobos, unless you have a nforce mobo like mine. So have a guess at the maxium FSB you are going to need, and find ram that runs at that speed. Hence my recommendation.
 
So the motherboard would not be the limiting factor here and I am free to chose (within reason) whatever motherboard I like and it would be able to support the CPU and RAM running at 500mhz?
