From what I've read if using fddshow to upscale, the cpu and fddshow itself do all the work not the gfx card? So would a Asrock Conroe945G with its onboard Intel 950 and a C2D do the job. (Budget HTPC for parents living room)
You wont have any problems with that setup. I can upscale OK to my 32" LCD using my MCE PC (AMD 3400+ single processor).
The results can be excellent if you spend some time getting the right filters etc. selected. Play around with the settings til you find what works best. Some tips here
Just make sure you put the options in the right order, i.e. do the upscaling last after any other processing (sharpen, denoise etc.) Otherwise you will be processing the upscaled image thus taking more processing power.
Oh and make sure you try and upscale to the native TV res for best PQ.
