Quick network bandwidth question

Hi Guys, I just need a quick question answered.

My old man is constantly having a go at me because for some reason when we do internet speed tests, on rare occasions my will come back faster than his. Now when this happens he's adamant that ive allocated all the bandwidth to my computer and left him with none !

Everything was fine until today in work. I was sitting there happily doing my work and he's surfing the internet. He said to me, about the speed of the internet, did a test and asked me to do a test on my machine. Now it happened again, my machine came back faster than his and the whole "allocation of bandwidth" excuse came out again.

Now for him to see, could you guys just confirm that i cannot do this on the following hubs:

NETGEAR DG834GT (Home)
BT 2WIRE BUSINESS HUB (Work)

1) AFAIK neither of those routers have any bandwidth control options in them.

2) Speed test sites are imo a load of crap, not found one that correctly gets my speed each time.

Is his faster the same or slower when he's the only user?

Those routers should not discriminate between users but theirs lots of hardware , software and processes on the PC's that could affect the online checker results
