A 400W will work, end of. ATI and Nvidia (lol) overspec the amount of watts you need because people usually try to use generic PSU's which aren't capable of putting out their rated wattage.

Wont work on the CX430 though... it's a 300w PSU in disguise and the older CX400 is light years better.
