Quick Q RE: mac address obtained when switching ISP

1st: What exactly is it the mac address of? My Router/Modem? The hub I'm connected to? etc.?

2nd: Why are Nildram being such a PITA? Despite those recent (albeit weak) laws that were billed, they just can't seem to pull their thumb out and give me my mac address.
