I have just set my cpu back to its original settings of 1.8ghz (amd athlon 64 3000+) which was at 2.2ghz but I want to have it back at that speed, is it safe to simply ramp up everything back to where it was or could I kill the cpu if I do that?

Nope, perfectly safe just to go straight back to the previous settings you had.
