Whats is a safe q6600 b3 temperature range ?

70 is quoted as the max but I personally never let the temps get above 65.

i like to keep mine under under 60 but i will go up to 70 if stress testing

I try to keep my q6600 below 60 if I can. At 3GHZ I haven't had it above 51 degrees stress testing. Although most places say 70 is the boundary. I don't know if this boundary is different for B3 though as I have a G0.
