Quick Question - Building PC

Hi All

I've got a Freezer 7 Pro Rev 2 cooler it already has thermal paste on it. Do I still need to put on Artic Silver 5 paste onto the CPU? If so, how much should I apply and whats the best method to apply it?

thanks stu which way should the cooler be installed fan towards graphics cards slots or 180 degrees other direction?
