For a PHPBB forum, can I use a normal web hosting service, or does it specifically need to be a PHPBB hosting service?

You can use a normal web hosting service, however their server needs to support PHP and have a SQL database system (various types are supported - the phpBB website lists them, I believe).

Right, thanks. And these boards will allow me to create a webpage, that will also have a Forum on it?

Do you mean a portal? If so they are available.
