Quick spacer question

Are wheel spacers measured by total track increase or per wheel? I always assumed the latter but have seen something now which makes me think I am wrong...
 
normally a per wheel measurement,

spacers i have on the LCR are 5mm a side and stated so on the packing.
 
There is a minimum width (a little over the width of the existing spigot on the hub) below which you you simply can't make a spacer hubcentric. However 15mm shouldn't be a problem for most cars, have you looked here?

My wheels have a larger hub size than the car does so there wouldn't be a problem with a smaller spacer.

Think I will just get a pair knocked up at a machine shop to my exact spec.
