Quick sanity check/anything better around?

Building a totally Silent PC for a client. Budget is ~1100, silence is top priority, used for audio production and 2d and 3d graphical design/rendering and the odd game.
Tower only, no OS required.

You dont include the psu/case in your spec, but if we drop to 16gb ram, it fits into budget. There isn't anywhere else to save enough money to get back up to 32gb ram is there?

I was looking at lower models originally, but I want it to ideally run with the fan off for most loads, and then if it does spin, to be extremly quiet. The platinum efficiency isnt needed, but it obv helps with the running temp per load etc.
If you know of a better one that fits those requirements, then suggest away.
 
Its not the end of the world tbh, I just want to make him the best PC I can, he will be coming from 4 or 8 gb of ram, and just requested 16gb as a minimum, but its probably fine.

Will just give him both specs of a quad with 32gb or a hex with 16gb for similar money, and recommend the hex, since you can always upgrade the ram later.

The board won't support server Xeons for in a few years when they get sold off cheap will it? or is it just that it wont support overclocking on them (which he wont be doing)?

Plenty of Xeons listed as supported, not sure about overclocking if Xeons have an unlocked multi like a K/X CPU.

BCLK/BCLK strap adjustment will be supported, so instead of 100MHz, you set the strap to say 1.25x which gives 125MHz times whatever the CPU multi is. But usually you have to actually reduce the multiplier to get the core speed back to something usable.
