Quick spec-me - non-gaming PC

A chap at work is about to retire, and is after a PC, mostly for Office, internet and a bit of media.
I'd normally knock something up from old second hand parts, but he wants new - I know nothing about what's good down the lower end, though...

He might want HDMI to connect to his telly.
Definitely wants Office and the ability to play films, watch YouTube and simple stuff like that.

What sort of components would be fairly cheap, but decent enough for the next few years?

You could save a tenner by going for 8GB of RAM but honestly you might as well get the 16.

I think there's new APU's launching sometime soon that will be compatible with B550's which will be better, but I've no idea as to when there will be availability or what they'll cost.
