Quick XP/DX10 question

No, MS has made DX10 a Vista-only technology. They will likely not release any official DX10 software for XP so as to increase Vista adoption rates.

DX10 is indeed a Vista only technology, there have been rumours of hacked drivers and some workarounds that might allow you to get the effects under XP but it will not be officially supported and may not work correctly at all. If DX10 is important to you then Vista is what you want/need.
